The North Plains Public Library is a department of the City of North Plains. Its personnel are city employees, and its operations are budgeted and managed through established city processes.
The Friends of the Library organization actively fundraise through used book sales in order to support the library with additional programs and materials.
The 2,500 square foot facility, which is owned by the Friends of the Library, is adjacent to City Hall. It houses over 16,000 items in various formats, and the collection focus is on popular materials for all ages. As a member of the Washington County Cooperative Library Services, the library has access to many other materials for its patrons via a daily courier service.
The Library has eight Windows 8 computers, and two Windows 8 computers for youth. All computers have filtering options available for users.
There is a weekly Book Babies Storytime for those up to 12 months old, a Preschool Storytime for those up to age 6, and a Summer Reading Program for all ages.
