The Elroy Public Library was built with money provided to the city for that purpose by philanthropist Andrew Carnegie. Local contractor Harry Gordon completed construction in 1907. The library has never been remodeled and few changes have been made. It officially opened for business on March 4, 1908. Its first librarian was Edna Roberts, who served in that capacity for 43 years. Since Elroy's history is tied to the railroads, the library has been an integral part of that history. From 1914 to 1924 the railroads contributed to the library's operating budget in exchange for clubrooms. Railway personnel used the room downstairs to pass the time during layovers. In the 1930's the downstairs area became home to the Elroy City offices and Police Department. City Hall moved to other quarters in 1987, leaving the Police Department downstairs. The City offices and Police Department are now at 225 Main Street.
