Established in 1992, the Cameron-J. Jarvis Troup Municipal Library is a vital community center for Troup and the surrounding area. Throughout its short history, the Library has continuously increased its collections and services to meet increasing public demands for information, education, and entertainment. The automated circulation and cataloging system and the network of computers offering public access to the Internet and the World Wide Web also contribute to its ranking as an outstanding library for a community the size of Troup. The Library is a Department of the City of Troup and is managed by an eight-member Library Board, which meets once a month. The Library is operated by a Director and community volunteers and is a member of the Northeast Texas Library System.

The Library facility contains a large community room used for Troup City Council and other public meetings. Meals on Wheels uses the kitchen and adjoining garden room for serving meals and preparing meals for delivery throughout the community. The rooms may be rented for meetings and special events.
